that supervisor avalos. i would liquor to see a commitment from the sheriff's department before we approve this retroactive extension. i have a lot of flipal issues. through collect call charges it's sad thought city and county of san francisco mrarpts in that. we give back over 50 of what they spend but it's a separate policy decision. but i get it i think it's slight a better program but there's severe under spending in terms of the proceeds and i want to see some of that go back to subsidizing those calls. i want to security commitment from the sheriff's department. supervisor avalos. >> thank you. i appreciate that question. there were a number of ways to support inmates in the jail system and it seemed like there's not unify effort applied to that. brooe from the sheriff's department was hero we made a request to put forth the fund to reduce the cost of the calls but there wasn't a commitment. i would submit a greater push for real commitment on behalf of the sheriff's department to lower the cost of calls. so if we want to continue legislation i'd be happy to do that >> mr. control

. supervisor avalos. yes, thank you for your prevention. there was a lawsuit that was done by s and s trucking to the city and i believe it was based on it has been resolved because we got the contract and i heard the concerns about s and s not paying prevailing wage and their truckers are dependent contractors. i'm wondering what assures we have that this company is meeting the standards we have as a city. so we have s and s truck but we have ron to talk specifically about this line >> supervisor ron from the city attorney's office. the first one was about a lawsuit there wasn't a lawsuit at first, it came to the board to be approved and that does not get approved and a s and s sued and under the charter provision 918 b this cowered had no authority. this extension would put it it above the authority so the lawsuit is an old matter. as for praefl wages at the time the contract was under 21 c 5 for hall and a sludge and it required that the employees be paid praefl wages. the law changed that any individual who hauled be - it not be applied to other contracts it is amended and only applies to

a couple of things passed. the first was supervisor avalos that would create medical cannery dispensary and the second was the supervisor avalos companion ordinance which requires the commission to bring a report on the cd regulations in san francisco. but only as that permanence to planning and land use. it's been amended our previous deadline for your commission was by january and the new deadline is may. at this point stiff buildings we'll be able to bring the draft report in january. there were a number of new ordinances i want to share. the first would amend the alcohol use district and this would allow a certain type of bucolic 0 license for a winegrower. the second ordinance, of course, the first one was introduced by supervisor cowen and the second was was a new acholic beverage riefk district. the third is proposed charter amendment that was introduced by supervisor avalos, mar kim and yee. it's the entity amendment that would make comfortably entity a core goal of the agency. also there was a hearing request about the status you have infrastructure oversight. we've been involv

there was a lot of other planning things on the board. on it's full board meeting supervisor avalos was approved on first reading. to replace the parking with maximum controls prohibit uses as well as to start to put in place a buffer between medical dispenses. and the most controversial was the controlled. this commission had a recommendation that the commission recommended a c u instead of prohibiting them out right. the supervisor did in his ordinance and it was approved on first reading. also supervisor avalos report to have to the board of supervisors for the medical canneries. this ordinance will require the report to be given to the board and although this ordinance is not law we've known about avalos requests and it's on the december 5th calendar. this week supervisor campos said this needs more time for outreach and it was amended to the deadline of may 1st. this commission could submit a report earlier. we have the outreach strategy and quid input for more information. this is additional unfunded work and we'll appreciate our support. there were a couple of appeals the first was for 10
